Well, it looks like the State Department of Education AND the California Department of Education both have decided to from here on out exempt Special Education students from being required to pass the CAHSEE as a condition to get their diplomas. It will remain in tact for all Regular Education students.
“Exemption of the Requirement to pass the California High School Exit Examination as a Condition of Graduation from high school for eligible students with disabilities California Education Code Section 60852.3″

Which also means that all school district in California will have to change their board policies regarding this to reflect this new change. I know the school district I live in already has a board policy in place essentially parrotting what the state Board of Education and the CDE has said. Now they will have to change it to reflect the above change, and they aren’t going to like it.
Personally, I don’t care what my local school board likes and doesn’t like. This has been a long time coming. While Special Education students will still be encouraged to take the CAHSEE, which is fine with me, school district now can no longer withhold their diplomas if they don’t pass it. The state board of education and the CDE per the article noted above, plan on looking into the feasibility of devising a Special Ed CAHSEE alternative.
Duh!!! What took them so long to come up with that novel idea? Since the STAR battery of tests have the Special Ed alternative called CAPA, and the CAPA scores are considered good, acceptable and valid at all levels, then why not the CAHSEE? Just stand to reason that this would be done.
